Investing in the right way forward
Is there a strong business case for the proposed investment? Is there an alternative that can deliver a better return? Having evidence-based answers to these kinds of questions is crucial in the public sector – where investments are large, long-lived and open to public scrutiny.
Shaping great decisions now and in the future
For over 20 years, we’ve provided local and central government agencies with business case data, information and independent advice to help them make important investment decisions. The stakes are always high – because these decisions impose benefits and costs on communities many years into the future.
Whether we’re developing independent business cases for untapped economic development opportunities, or assessing the expected costs and benefits of competing investment options, our recommendations are designed to put the right resources in the right places, at the right times.

Transforming Te Apiti into a major tourism destination
We were commissioned by the Central Economic Development Agency to assess the feasibility of transforming Te Apiti (Manawatu Gorge) into a major tourism destination. In practice this meant determining under what conditions existing or potential tourism operators would establish commercial attractions/activities in or around Te Apiti. Our study encompassed educational, cultural, environmental and commercial opportunities, as well as optimal use of natural and Maori assets. We consulted directly with key tourism industry stakeholders, including site visits, to validate the commercial opportunity.

Business Case for the EIT Institute of Sport and Health
Led by Sir Graeme Avery, the Hawke’s Bay EIT Institute of Sport and Health will be a centre of excellence that will materially lift employment and productivity in Hawke’s Bay through its world-class facilities and programmes. We were engaged by the Hawke’s Bay Community Fitness Centre Trust to develop the business case for the Institute and then prepare a PGF application for a multi-million dollar grant towards the capital cost of the project. We are awaiting the outcome of the PGF application.
